Launched on March 14, 2004, the Community Mobilization towards Education (COME) Project is a direct social protection advocacy against child labor in the sugarcane industry. The program provides alternative educational opportunities to working children and those at risk from the sugarcane villages of Victorias City, Negros Occidental. The Laura Vicuña Community Development Resource and Technology Center located in Hacienda Malihao, Victorias City, Negros Occidental serves as the launch pad of LVF COME.

Formal Education Program - assists working children to go back to the formal school system through coordination with local school authorities for school records retrieval and reintegration. Those already in school are given assistance as a preventive measure to avoid dropouts.

Alternative Learning System (ALS) Program - provides working children with an alternative to finish either elementary or secondary education without undertaking activities in the formal school system. ALS students are provided with self-learning modules, which they go through at their own pace. Their progress is monitored by program staff when they visit the CDRTC once a week.

Informal Education Program - provides young children with learning opportunities until they reach the age when they become eligible for the formal education system. Under the program, children as young as 5-6 years old participate in the Early Childhood Care and Development class.

LVF-COME raises awareness on child rights and child labor issues by conducting seminars on the United Nations Convention on the Rights of the Child and develops capabilities of children through training of Child Rights Advocates.

Parents also undergo formation sessions on effective parenting and children's rights through the conduct of Parent Effectiveness Service (PES) Seminar.

The program aims to establish a children and women support system through the local schools and functional Barangay Council for the Protection of Children.
